This must be some kind of test as they still have a backup light next to it.
On each side there are 32 elements. In total there are 4 * 32 = 128 elements. My guess each side is connected in series and will generate 19.2 volts (0.6V per cell) in open circuit. It makes no sense to connect each side in series because then the charge current of the entire system would be limited by the least conducting side (probable north side). I guess the sides are connected in parallel instead and that would mean they probably charge a 12V battery.
There is also a motion operated switch between the lamp head and the pole so that suggests it will switch on when motion is detected. This saves power and improves battery life.
